Meeting called to order by President Mark O’Dowd at 9:00 a.m.

 

Legislative Report:

 

The scheduled speaker, Pete Rahn, Director of Missouri Dept of Transportation, was called away to attend the funeral of a fellow MoDOT employee.

 

Secretary’s Report:

 

Copies of the minutes from the Jan. 14th meeting were passed out. A correction was made to HB 1268 to change the wording from “168 hrs” to read “1 month”. motion to approve the minutes was presented, a second was made, voted and motion carried. 

 

Treasurer’s Report:

 

Dave Taylor submitted copies of the Treasurer’s Report. A motion was made to approve the report, and seconded.  It was moved, accepted and motion carried.

 

Chapter Reports:

 

Chapter 1:       Not Present

Chapter 2:       Currently 275 Members, $200.00 in Checking, $6400.00 in Savings and in the process of planning a summer get-together.

Chapter 3:       Not Present

Chapter 4:       Currently 400 members, $2107.00 in Checking and $4259.65 in Savings.  Held an Extreme Bowling Tournament on March 12th and raised $544.00

                        and recruited a few new members.  The annual picnic is scheduled for June 10th @ Lake Jacomo in Lee’s Summit.

Chapter 5:       Not Present

Chapter 6:       Not Present

Chapter 7:       Currently 260 members, planning a fishing tournament on Stockton Lake in May and a canoe trip in August.

Chapter 8:       Currently 369 members, $6700.00 in Checking. No activities planned at this time.

Chapter 9:       Currently 223 members, $3612.00 in Checking and Savings. Recruited 39 new members through the Employees Fairs.

Chapter 10:     Not present.

 

Old Business:

 

Mark announced that the Changes to the By-Laws had been voted on by the chapters with a majority reporting in favor of the changes.

 

LeAnn Hagee, our new website administrator, was introduced by Mark O’Dowd.  LeAnn proposed some changes to the webpage that she would like to make so that each Chapter could have their own page. It was approved.

 

Mark reported that our participation in Transportation Day cost $109.00 and we served around 150 people coffee, juice and breakfast pastries at the Capital Rotunda

 

New Business

 

Mark brought up for discussion the possibility of having a dinner for the Commission members.  Benefits and what sort of agenda (if any) should we have for this meeting. The hope is to establish better communications between the association and the commission. We would like to ask them to continue paying our health benefits. Mark will look into it further.

 

Our plans for participation in today’s Lobby Day at the Rotunda was discussed briefly as far as what time to convene and what will be expected. Mark recognized and thanked Duane Kliethermes of Chapter 5 for getting everything together for today.

 

Mark mentioned that it was time to put together a nominating committee for the new slate of officers for the association.  Brian Atnip and Larry Palmer from Chapter 7 agreed to work on a list.

 

Harry Hill arrived from the Senate Appropriation Meeting to update us on the latest legislation:

A decision on pay raises should be in place by May 5th and everything looks good so far.

Bills that are of interest:

HB 1495 and SB 791 “Prior Service” has gone to the rules committee and been knocked off, then reappearedunder HB 1628.

The takeover of Retirement by MOSERS is most likely not going to come up for a vote.

HB 1305, sponsored by Todd Smith of Sedalia, states 3 provisions: that if funded ratios are below 80%, then no new benefits and if funded ratios are below 60%, must produce evidence of contributions, and if below 50%, no new members.

Harry noted that Prior service purchase language will probably attach to it as well as the Kansas City Police retirement, which has language of “Prior Service”.

HB 1543 – Allows for “time and a half” while conducting safety sensitive jobs.

HB 1378- Tougher work zone laws for speeding violations may be on the floor today.

SB 872- passed and SB 1493 is not going anywhere.

HB 1268 does not look like it will pass.  Sponsored by Mark Bruns, the bill allows for unused sick leave to be converted to retirement credit.

 

Harry also spoke about the pros and cons of term limits, how legislature works in general and who are our friends and who are not at the Capital.
