called to order by President Mark O’Dowd at 9:05 a.m.
Legislative Report:
Our
Lobbyist, Harry Hill presented us with an overview of impending House and
Senate bills that are of particular interest to the Association.
SB
791 - Prior Public Service can be bought back @ reduced rate so that it can be
added to retirement.
HB
1268 - Will enable one to convert unused sick leave. Propose 168 hrs will
convert to one year of retirement.
HB
1379 - Workers Safety - Hwy Endangerment Bill will offer stiffer penalties.
SB
754 - Same bill.
HB
1040- Increase work zone fines from $250 to $1000.00.
HB
1378 - Travel Safe Bill - will double fines in work zones.
SB
748 - Provides temporary retirement and
medical incentive for state employees currently eligible to retire under
MOSERS.
As
far as the Commission that has been formed to look at consolidating Mosers/Modot
Retirement, they have had two meetings and reached no conclusions. May meet again March 1st.
Harry
also shared with us that the climate is favorable for State employees to
receive a raise this year, primarily because the government over budgeted for
high fuel costs this year, and as a result there is a "surplus" of
money. It may be in the form of the
Governor's proposed 4 percent increase or an across the board $1600 per
employee increase.
Secretary’s Report:
Copies
of the minutes from the Oct.10th meeting were passed out. A motion to approve
the minutes was presented, a second was made, voted and motion carried.
Treasurer’s Report:
Dave
Taylor submitted copies of the Treasurer’s Report. A motion was made to approve
the report, and seconded. It was moved,
accepted and motion carried.
Chapter Reports:
Chapter
1: Currently 243 members, $5234.00
in Checking and $29,660 in Savings. Held
a
family Day and it was a big success.
Adopted a MoDOT employee/family in need for Christmas. Matched funds
with money collected to give to an employee's
son who lost his home/belongings to a fire.
Chapter 2: Currently 264 Members, $200.00 in
Checking, $6400.00 in Savings. Met with Retirees at Credit Union Dinner and
talked about Legislation. Plans for Summer
Function. Donated to Christmas Family Fund.
Chapter 3: Currently 234 members, $693.68 in
Checking and $1340.26 in Savings. Had "camo" cups made up to give to
members. Plans for a Clay Shoot and May
8 Golf Tourney.
Chapter 4: Currently 400 members, $1563.59 in
Checking and $4259.65 in Savings. Held a
Raffle in the fall and netted $150.00.
Planning a Spring Bowling Tournament for members to raise money for
Annual Picnic. Spoke at the New Employee's Orientation.
Chapter 5: Currently 553 members, $13218.00 in
Checking. Partnering with Credit Union and Annual meeting. May have door prizes for new members. Spoke
at the New Employees Orientation.
Chapter 6: Currently 316 members, $6190.00 in
Checking.
Chapter 7: Currently 249 members, $2933.54 in
Checking and $904.76 in Credit Union.
Working on a plan to recruit new members and held a pizza party in
November
to
talk to employees in Northern part of the District.
Chapter 8: Currently 373 members, $6586.00 in Checking.
Holding monthly drawing to keep membership up. It's a random drawing for
members only.
Chapter 9: Currently 180 members, $4500.00 in
Checking. Held an Employee Fair in 4
different locations of the district.
Offered $25.00 Gift certificate to encourage new members.
Chapter 10: Not present.
Old Business:
The
following changes to the by-laws were voted on, second and carried:
1. Updating name where it appears to Transportation Employees
Association of Missouri.
2. Article IV, Sec. 4 - Adding “Director” to list of Exclusions.
3. Article V - Strike the words “Full-Time” and include all
transportation employees
4. Adding a section or wording to include retirees and other
transportation employees for membership to State as well as local Chapter.
Copies
of proposed revisions will be submitted to each Chapter President for
consideration and Chapter vote within 10 days.
New Business
T.E.A.M.
Website - LeAnn Hagee from District 7 has been named our new website
administrator and has been busy updating our website. It was suggested that we change our website
from MOSHEA to TEAM.org but that was looked into and TEAM.org has been taken.
Transportation
Day - Feb. 7th. We have been asked to
sponsor a "donut and coffee" table at the State Capitol in
conjunction with Pete Rahn's Address to the Joint Assembly. We need 3 to 4
volunteers. Pam Harlan of Governmental Affairs said it should cost us less than
$200.00.
New
T.E.A.M. flyer for distribution - A new tri-fold flyer was presented that
includes updated history and will email it to each Chapter so that they can
make their own copies for distribution.
Motion was made to adjourn. Second, vote motion
passed.
